The second working group under Activity 2 – Creating a joint system for cross-border risk management in Byala – Gradinari – Malu area was held in Byala, Ruse District, on 25th of July 2017.
The session was attended by 9 volunteers from the three partner municipalities, implementation teams and representatives of the local institution with responsibilities related to managing emergency situations from Byala.
Mr. Dimitar Slavov and Mr. Tudor Florea, mayors of Byala and Gradinari had introductory speeches, followed by a short review of themes approached in the first working group and presentation of the current subject – Alerting infrastructure and specific equipment for an efficient management of emergency situations.
Within it there were presented basic information and definitions for ensuring a common knowledge; it was presented the Romanian national legal framework – authorities and responsibilities; decisional informational flow; instruments for protecting population etc.
The practical part of the workshop was focused on simulating exercises with respect to dangerous meteorological phenomena in order to practice procedural steps that are needed to be taken in real situations: joint informational flow; organizing intervention activity; preparing and organizing actions for evicting population, goods, animals; organizing actions for preventing / limiting flood risks; rehabilitation of affected areas.
Practical exercises simulated hypothetical interventions and support for partner communities in specific emergency situations.
